Small group rule

No headcount limit for an informal gathering in a City of Sydney park or public space, as long as you don't bring in furniture, marquees or other equipment. Bringing in gear, using a street or footway, or advertising publicly makes it an 'outdoor event', which needs an application and, for major events, up to 26 weeks' notice.

No-permit route

Clean Up Australia Community Clean Up kit

A free Clean Up kit (bags, gloves, sharps container if needed) sized for individuals, families or groups of 10, plus public liability insurance cover for the event.

How: Register your site online

NSW National Parks and Wildlife Service runs paid corporate volunteer days (habitat restoration, beach clean-ups) at Sydney national parks for groups of up to 10.

Insurance: $10,000,000 public liability minimum for park/open-space events; $20,000,000 if using a public street or footway.

Fee: $67 application fee (not-for-profit/community), $360 (commercial). $650 short-lead surcharge if lodged under 4 weeks out.

Local caveats and sources

City of Sydney doesn't run its own litter-pick kit-loan program the way some Australian councils do, so the free-kit route here is the national Clean Up Australia service, not the council. December is summer: check the day's heat and UV, and note the small-gathering rule is about brought-in infrastructure, not headcount, so a 30-person pick with only pickers and bags should be fine.
