Stockholm

Check first. Håll Sverige Rent workplace litter-pick guide is the no-permit route.

Event date: December 9, 2026 · Example planning date

Option A · Least work

Join an existing organization

Sign up for a volunteer shift that a food bank, shelter or city cleanup program already runs. Come on your own or bring your team.

They handle: permission, insurance, supplies and the plan. You handle: signing up early and getting there (plus headcount for a group).
Best for: individuals, first-timers and larger teams.

Option B · More control

Start your own event

You pick the cause, the place and the format, like a litter pick, care kit assembly or a coat drive.
‍
You handle: permission (often none for small groups), supplies, safety and drop-off.
Best for: hosts with a cause in mind, remote teams, or when partner slots are full.

Small group rule

A closed, unadvertised group of colleagues is arguably neither a public gathering nor a public event, so it wouldn't need a permit. Anything open to the public on public land needs a police permit.

No-permit route

Håll Sverige Rent workplace litter-pick guide

A guide only; no kit. Leave full bags next to a city litter bin for the regular collection rounds (confirmed only for the April campaign).

How: Ask the city about bag collection via Tyck till or 08-651 00 00

Both national cleanup campaigns run in April and September, so neither covers December.

If you go bigger

Lead time: At least 1 week (police)

Insurance: Not a police requirement.

Fee: SEK 360–990 plus a site fee.

Official forms where to submit

Police permit e-service (allmän sammankomst/offentlig tillställning)

Online e-service linked from polisen.se's 'Anordna arrangemang' page. Only needed if the event is open to the public; a closed, unadvertised private group arguably doesn't need it. Apply well ahead — the page warns of long processing times.

https://etjanster.polisen.se/etillstand/asot
Stockholm stad public-space event guidance (Trafikkontoret)

Explains the parallel city step: the police forward your same application to Trafikkontoret, who assess and bill the site-use fee. No separate submission — this page tells you what to attach (site sketch, dimensions) before you file the police e-service application above.

Local caveats and sources

Sunset is at 2:47 pm, so a 2:00 pm outdoor hour ends in dusk. Default to indoor service or a collection drive here.
