Small group rule

Under the municipal code, a group of fewer than 50 people holding a picnic, service, exercise or similar activity in a City park needs no permit at all (SDMC §63.0102(c)(24)). 50 or more people, or any use of a picnic shelter/reserved area, needs a Ground Use Permit.

Local caveats and sources

The 50-person threshold is written directly into the municipal code and covers exactly 'picnic, exercise, or other special event,' so a small one-hour cleanup or care-kit build is clearly exempt. Reserving a picnic shelter or a specific area is a separate paid booking regardless of group size. December is San Diego's rainiest month, though daytime highs stay mild.
