Small group rule
No published size threshold. Register a street or park litter pick through the council's clean-up kit scheme. Formally, the Park Management Rules require written permission for 'an event, performance, ceremony... or a public meeting' in a park, except East Meadows, Calton Hill and Leith Links.
No-permit route

How: Book online via the litter pick kit form; give 2 weeks notice
For a non-litter format in a park (food or coat drive, cards, meals) use the Events in Public Spaces route instead.

Official forms where to submit
Request free litter pickers, bags, gloves and brushes and book bag collection; submit online, 2 weeks notice.
The permit application for any park or public-space activity; email the completed form to publicspaces@edinburgh.gov.uk, allow 4+ weeks.
The council's full rulebook (insurance, risk assessment, key deadlines) to read before applying.
Standard terms you sign when granted permission to use a park or public space; reference only, no separate submission.
Local caveats and sources
It's our reading, not a stated council rule, that a routine small litter pick doesn't count as the 'event' that Park Management Rule 9.1 requires written permission for. A more visible or non-litter format (tables, signage, a food or coat drive) should go through the Events in Public Spaces process even for a small group, and that process runs on a roughly 4-week internal-plus-external review cycle.
